In this scenario you have to take empty hoppers to the cement works and return with loaded ones.

First off, you have to refuel.

Pick up empty hoppers.

Reverse down to the cement works and set out the empties.

2 sets of loaded hoppers to pick up and return to Laramie.

Set out as instructed. Your power is ES44ac #2494.
